Prevent excavation damage
Excavation damage remains a serious problem. Damage to cables and pipes and other underground infrastructure as a result of excavation work. Despite efforts to improve industry practices, the damage is not decreasing.
The consequences are serious:
- Damage to cables and pipes of more than 33 million euros
- Consequential damages of more than 250 million euros
- Nuisances to society, such as lack of essential services like drinking water, heating, electricity and internet
- Risk of injury and death while working
Comply with WIBON and CROW 500
The Information Exchange Above and Underground Networks and Networks Act (WIBON) was designed to prevent damage to cables and pipelines during excavation work by defining how information should be exchanged between network operators and excavation contractors.
The excavation industry, represented by the Cable and Pipeline Consultation (KLO), therefore created the CROW 500 guideline in 2017. The CROW 500 states that preventing excavation damage is the responsibility of the entire excavation chain.

Avoid fines
The regulator, Agentschap Telecom / Rijksdienst Digitale Infrastructuur, is increasingly closely monitoring compliance with the CROW500 guideline as an interpretation of the WIBON.
Several organizations have since received fines and reprimands because their organizations did not meet the requirements. It is therefore important to ensure that your organization meets these requirements to avoid problems.
For and by the excavation chain
The CROW 500 Proof (C5P) app is for and by the excavation chain. It was developed in collaboration

"A place for the excavation chain to cooperate digitally in the prevention of excavation damage"
Municipalities of Rotterdam, Amersfoort, Enschede and Oosterhout
Four municipalities different in size. All are directors of public space.
"We are excited about the app and it helps us comply with the CROW 500"
How the C5P app works
1. Start a new initiative
With the push of a button, you start a new initiative. Choose the blueprint of the CROW 500 and use the checklist to ensure you don’t forget anything.
2. Add excavation information
Include all relevant excavation information. The KLIC notification or other area information. The design information, EVs and third-party agreements.
3. Specify risks and measures
Use the standard list of risks as a checklist for the relevant risks for your project. Make them specific and add other risks and measures.
4. Generate the reports
With the push of a button you generate the risk and action plan, including all relevant information in a PDF. This can also be done for work instructions by area.
5. Hand it over and stay tuned
When you are satisfied with the information provided, you hand the project over to the next party who is in charge according to the CROW 500. Who can proceed directly with your information. You can continue to follow along with the project.
6. Continue to improve with evaluation
This allows you to work together transparently and it is always clear who is responsible when. During the evaluation, the initiator gets the project back with the overview of all the project’s areas of improvement.
